SUSTAINABLE PUBLIC PROCUREMENT

How public procurement can drive positive change in global value chains

Given their substantial buying power, contracting authorities have the potential to improve working conditions in global supply chains that produce goods for public use and infrastructure, while also promoting stronger environmental protections. This is particularly relevant in the EU, where public contracts account for 2 trillion EUR and a common directive shapes purchasing decisions.

Over the past decade, Swedwatch has promoted more sustainable public procurement, providing policymakers with research-based recommendations. Based in Sweden — a frontrunner in this field —Swedwatch has collaborated closely with procurement authorities to develop new national guidelines on social and environmental criteria.

The current revision EU Public Procurement Directive presents a crucial opportunity to strengthen sustainability requirements, empowering contracting authorities across the EU to effectively address human rights risks and environmental. Drawing on Swedish experiences, research in supplier countries, and dialogue with rightsholders and duty-bearers, Swedwatch has identified five key recommendations for strengthening public procurement practices 👇🏼.

Five key recommendations

EU public procurement legislation should:

▪️Align legislation with internationally frameworks for responsible business conduct.
▪️Make sustainability requirements legally binding and enforceable.
▪️Mandate human rights and environmental due diligence as a minimum standard.
▪️Increase transparency around contractors’ supply chains and sustainability performance.
▪️Empower public procurers as key drivers of sustainability.
